This is a lesser known style worn in Cleves and Cologne. It is very much in the Spanish style but seems to have been "imported" via the Dutch as a variation is prevalent in paintings of the late 16thC of the Lowlands.
The ensemble is often seen worn with a surcoat closed only at the base of the neck.
